State Institutions

According to the law, all state institutions must display the national flag and crest. For external marking, facade flags are used, which are displayed on the exterior walls of buildings, and flagpoles, which are displayed in the courtyard in front of the institution. In addition to the national flag, depending on the institution, other flags symbolizing additional affiliations (NATO flag, EU flag, etc.) may also be present. On the facade, at the entrance, there is a plaque with the Montenegrin crest and the name of the institution.

The dimensions and shape of the plaque with the name of the ministry, agency, secretariat, and similar organizations are prescribed by law and are mandatory for every state institution. The use of the national flag and crest in the interior of the building is also regulated, including in offices, cabinets, and meeting rooms. Additionally, desk flags are placed on work desks.

Cabinet flags are made using sublimation printing on high-quality satin or are made of satin fabric with an embroidered crest. The flags are displayed on special poles with stands, which can be made of brass, stainless steel, or wood. In addition to the Montenegrin flag, other flags representing other organizations or historical flags may be found in state institutions.

Marking of municipal institutions is also regulated by law. In addition to the municipal crest and flag on flagpoles, spears, and desk stands, state symbols are also displayed. Furthermore, companies belonging to the municipality are marked with municipal, state, and organizational symbols.
